History

Recovery Monitoring Solutions, LLC was formed in 1993 in response to requests from several Dallas County, Texas judges seeking a private company to explore new strategies for managing the rising number of defendants with substance abuse addictions and multiple driving while intoxicated cases appearing on the dockets of their criminal courts. At that time, no treatment or tracking services were available to the Dallas area courts system. The program developed by Recovery Monitoring Solutions would soon set the standard for others to follow in the State of Texas.

Since its inception, the presence of Recovery Monitoring Solutions, LLC has continued to grow in the criminal justice community by offering state-mandated substance abuse treatment courses, location tracking devices, continuous alcohol sobriety monitoring services, breath-alcohol testing, ignition interlock systems, drug patch and urinalysis testing for individuals afflicted with drug and/or alcohol abuse addictions.

In 1997 Recovery Monitoring Solutions, LLC established an innovative, 18-month outpatient substance abuse treatment program which required clients to spend an average of ten hours per week in counseling and education classes during the first eight months, then complete ten months of accountability sessions lasting approximately three hours per week. Now in its 17th year, this program continues to achieve success in helping those with substance dependencies overcome their addictions.

The Dallas County judicial system once again called upon Recovery Monitoring Solutions, LLC in 2003 to assist with decreasing the backlog of offenders in the county jail with multiple DWI offenses. We were tasked with implementing a new technology now known as the Secure Continuous Remote Alcohol Monitor (SCRAM CAM) to supplement our treatment options. Using transdermal testing, the SCRAM CAM device, which consists of a single piece of equipment strapped to the offender’s ankle, detects the presence of alcohol in insensible perspiration emitted from the body on a 24/7 basis. SCRAM CAM was the first of its kind to incorporate the internet to transmit reports to the court for next day notification of offender non-compliance.

Since the beginning of the SCRAM CAM pilot project in 2003, Recovery Monitoring Solutions, LLC has grown into the largest provider of continuous alcohol monitoring services in the United States. Since its inception, SCRAM CAM has monitored more than 300,000 individuals in over 1,800 jurisdictions and agencies in 49 states across the country, as well as in Australia, Canada, New Zealand, and the United Kingdom. This is more than all other transdermal manufacturers combined. In Texas, Recovery Monitoring Solutions, LLC has incorporated SCRAM Continuous Alcohol MonitoringTM to monitor more than 22,000 individuals for more than 3,500,000 monitored days.

In 2005, Recovery Monitoring Solutions, LLC became the exclusive treatment provider for the Dallas DWI Court Program. This extremely successful initiative has enabled hundreds of clients to turn their lives around. Successful participants in our program are living clean, sober and more productive lives today because of this targeted effort to educate offenders and to hold them accountable for their actions.

Recovery Monitoring Solutions, LLC launched its Global Positioning Satellite monitoring program in 2006. Over the years, the GPS Division has expanded to incorporate more than 86 counties in the states of Texas and Oklahoma where over 800 offenders are monitored on the program.

In 2007, our corporation added breath-alcohol testing to its portfolio of sobriety verification services with 3M Electronic Monitoring’s MEMS 3000 unit. The program has since expanded to include the Breath Alcohol SL-1 and SL-2 devices. Today, over 1,500 defendants/offenders in 73 counties across Texas and Oklahoma submit to scheduled and random tests in accordance with the requirements set forth by their supervising agency.

In all, more than 5,000 offenders in Texas and Oklahoma are tracked around the clock on our location and sobriety verification programs, serving over 140 counties and judicial districts.

The corporate headquarters for Recovery Monitoring Solutions, LLC in Dallas, Texas occupies a 12,000 square foot facility which houses administrative offices; billing/collection departments; five outpatient counseling and education classrooms; monitoring centers for GPS, SCRAM CAM, Soberlink, and Mitsubishi Electronic Monitoring System (MEMS); the Pharmchek Drug Patch program; urinalysis testing; two ignition interlock device installation bays; a warehouse; and inventory control/retrieval staff.

Recovery Monitoring Solutions, LLC also operates offices in Austin, Bryan (two locations), Corpus Christi, Edinburg (two locations), Fort Worth, Houston, San Antonio, Waco and Weatherford, Texas as well as in Tulsa, Oklahoma. In addition, ten Field Technicians are strategically positioned throughout remote areas of Texas to deliver quick and effective customer service to most any client at any time.
